Scope Document for EMCS Phase 3

This document is concerned with the scope of EMCS Phase 3, which consists of the FS2 functionalities.

Each Member State Administration (MSA) will be responsible for aligning its Nationally Developed Excise Application (NDEA) with the EMCS Phase 3 Common Specifications. The EMCS Central Project Team (CPT) will also perform the necessary alignments to the Centrally Developed Excise Applications (CDEAs) consisting of the Testing Application (TA) and the Common Domain Central Services (CD CS). In order to proceed with the alignment of the NDEAs with the EMCS Phase 3 Common Specifications, it is necessary to define which UCs/EBPs/Information Exchanges (IEs) of FESS v3.03 are included within the scope of their implementation and which are not. Hence, the purpose of this document is to clearly define "what has to be implemented", "what will not be implemented" and "what may or may not be implemented" in the operational scope of an NDEA.

Towards this direction, this document:

  • Defines the scope of the NDEA in EMCS Phase 3 and reflects the impact of the implementation strategy on the NDEA;
  • Presents the In-Scope EBPs and Messages Matrices for an NDEA in EMCS Phase 3.
