Scope document for EMCS phase 3.3

The Release Scope document is a summary of the requests for change (rfc) that will be implemented in Functional Excise System Specification (FESS) and Design Document for National Excise Applications (DDNEA) for EMCS Phase 3.3.

DDNEA 3.3 should be read in conjunction with the Release Scope document for EMCS phase 3.3.

EMCS Phase 3.3 will be released live on 15/02/2018.
