Enhanced deduction for eligible construction expenditure
Completed development
A completed development is a qualifying apartment block, in respect of which:
- planning permission has been granted for at least ten new apartments
- a relevant commencement notice is lodged with the local authority between 8 October 2025 and 31 December 2030
- and
- before the planning permission expires:
- all necessary works to ensure all apartments are suitable for occupation have been completed
- and
- a relevant Certificate of Compliance on Completion is lodged with the relevant local authority.

Qualifying apartment block
A qualifying apartment block is a building:
- that is a multi-storey building comprised of ten or more apartments
- that is either:
- newly constructed
- or
- having undergone a material change such that the building is now a multi-storey building comprised of ten or more apartments
- and
- that includes ancillary areas, such as gardens or grounds.
A material change occurs when a building or part of, or a structure or part of, becomes suitable for living following a qualifying refurbishment, where:
- it was not originally constructed for occupation as a dwelling
- or
- it was originally constructed for occupation as a dwelling but was not suitable for use as a dwelling or had been used for other purposes.
Each apartment in the qualifying apartment block must:
- be a separate and self-contained dwelling
- have private sleeping, bathroom, and cooking facilities for the occupant's exclusive use
- and
- share access with other apartments if the apartment is not on the ground floor.
