Moving 'Piggyback' trailers and creating a Pre-Boarding Notification (PBN)

If you are moving empty trailers in a stacked or ‘piggyback’ manner by RoRo ferry, you can apply to Revenue for an authorisation number. This authorisation number can be used to create a Pre-Boarding Notification (PBN).

How to apply and use this authorisation

Companies wishing to obtain an authorisation to move ‘piggyback’ trailers should complete a 'Piggyback' trailer authorisation application form. This authorisation is available to the haulage sector.

The applicant should forward the completed application form to RoRoNCH@revenue.ie or Rosslare@revenue.ie. On receipt of the completed application form, Revenue will process the application and, if approved, an authorisation number will issue to the applicant.

The applicant will be required to accept the terms and conditions of the authorisation. When creating a PBN, the authorisation number can be inserted into the designated field. For more information on creating a PBN, please refer to the PBN User Guide.

The approved authorisation will allow traders to move ‘piggyback’ trailers into, or out of, Dublin and Rosslare ports, on an ongoing basis.
