Section 481 Film Corporation Tax Credit (Enhanced Credit for Lower Budget Film)
Tax and Duty Manual (TDM) Part 15-02-04 - Film Corporation Tax Credit has been updated to include a new section 4 which provides guidance on the "enhanced credit for lower budget film".
The enhanced credit for lower budget film (also known as the ‘Scéal uplift’) was introduced in Finance Act 2024 and may apply to qualifying projects certified on or after 20 May 2025. It is available, subject to certification by the Minister for Culture, Communications and Sport, for qualifying films that meet the following criteria:
- the film is a feature film – live action or animated,
- the qualifying expenditure on the project is less than €20 million, and
- certain key creative roles must be performed by Irish or EEA nationals or ordinary residents.
The TDM has also been updated to remove obsolete information in relation to the transition of the film credit to self-assessment as this is no longer relevant. A new section 2.5 has been included in relation to State aid transparency requirements.
