Overview

Ireland is modernising VAT administration in line with the European Union’s (EU’s) VAT in the Digital Age (ViDA) initiative. These changes will introduce structured electronic invoicing (eInvoicing) and digital reporting for intra‑EU business to business (B2B) transactions from 1 July 2030.

In October 2025, Revenue published the VAT Modernisation - Implementation of eInvoicing in Ireland paper introducing the domestic eInvoicing roadmap. Ireland will implement a phased rollout to allow businesses time to adapt to these requirements.

Details on the phasing are available in the Implementation phases page.

For software developers, the introduction of eInvoicing means Irish businesses will need systems that can generate, validate, transmit, receive and store structured eInvoices.

To ensure that businesses in Ireland that use your software are compliant with the ViDA and domestic eInvoicing and digital reporting requirements, eInvoices must:

  • meet the European EN 16931-1 standard
  • be transmitted securely via the Peppol network or an agreed supplier and recipient network
  • and
  • where applicable, be digitally reported to Revenue through the Peppol network.
