Trader at exit

What person can be a trader at exit?

Any of the following:

  • The person who takes the goods out of the European Union (EU).
  • The person in whose name or on whose behalf the goods are taken out of the EU.
  • The person who assumes responsibility for the carriage of the goods prior to their exit from the EU.

In practice, the trader at exit can be the Customs agent or declarant, exporter, logistic company, parcel operator, carrier, handler, driver, or haulier.

Note

For Roll on Roll off (RoRo) movements the trader at exit is the party who creates the Pre-Boarding Notification (PBN).

Responsibilities of the trader at exit

Notifying Revenue of the arrival of the goods at exit by:

  • submitting the 'arrival at exit' (IE507) message to AES , or depending on the movement type:

Where goods are not at the status 'released for export':

  • they should not be sent to the carrier for exit
  • and
  • you must resolve the status of the consignment.

Where there are discrepancies between what was declared on the export declaration and what is presented at exit, lodge the ‘arrival at exit’ (IE507) message.
