Excise Movement Control System (EMCS)

Overview

EMCS is a computerised system which currently facilitates the movement of duty-suspended excisable goods within the EU. The Electronic Administrative Document (e-AD) contains details of each consignment. Warehousekeepers will exchange e-ADs with warehousekeepers and economic traders in other EU Member States.

The DDNEA specifies the design requirements to which any Nationally Developed Excise Application (NDEA) and Centrally Developed Excise Application (CDEA) needs to conform.

Some differences may occur between the Functional Excise System Specification (FESS) and the DDNEA. However, the DDNEA should be taken as the guideline for development.
