Distributor and wholesaler obligations
To comply with their obligations under the traceability system, distributors and wholesalers are required to:
- request an economic operator identifier code
- request facility identifier codes (FIDs) for each premises they use to sell tobacco products
- and
- request FIDs for each premises they use to store tobacco products.
Such businesses will not be able to order tobacco products marked with unique identifiers unless they have received the required codes.

Distributors and wholesalers will also be obligated to ensure tobacco products are fully traceable. This can be achieved by recording and transmitting information about the movement of cigarettes and roll-your-own tobacco. Such records will be required to be transmitted to the repository system within the permitted timeframes.
Note
Since 29 September 2025, it has been an offence to sell tobacco products from self-service vending machines. If you were a vending machine operator, please ensure you have deregistered the FIDs for all vending machines with the ID issuer.
