Part 15 Tax and Duty Manual Updates

The following Tax and Duty Manuals (TDMs) have been updated to reflect amendments to the Finance Act 2025.

High-Income Individuals’ Restriction Tax Year 2010 onwards
TDM Part 15-02A-05 - High-Income Individuals’ Restriction Tax Year 2010 onwards - has been updated to reflect that, further to section 30 of Finance Act 2025, section 372AAE TCA 1997 (capital allowances in relation to conversion or refurbishment of certain qualifying premises) is included in Schedule 25B TCA 1997 (the list of specified reliefs) and thus, subject to the High-Income Individuals Restriction as provided for by section 485C TCA 1997. As a result, Appendix 3 of the manual has been updated to include Reference 38D – Living City Initiative.
In addition, the examples in the manual have been refreshed to refer to the standard rate cut off points applicable to the 2025 year of assessment and subsequent years.

Rent Tax Credit
TDM Part 15-01-11A - Rent Tax Credit - has been updated throughout to reflect the extension of the credit for the three years to 31 December 2028, as provided for by Finance Act 2025. The value of the credit and all conditions pertaining to the credit, remain unchanged.
In addition, the examples, where relevant, have been refreshed to reflect the tax credits and standard rate bands in place for the 2025 year of assessment and subsequent years.

Mortgage Interest Tax Credit
TDM Part 15-01-11B – Mortgage Interest Tax Credit - has been updated to reflect the extension of the credit to the 2025 and 2026 years of assessment, as provided for by Finance Act 2025.
Definitions and examples throughout the manual have been added and/or updated to reflect the extension.

High Income Individuals' Restriction
TDM Part 15-02a-02 - High Income Individuals' Restriction - Income chargeable to tax at the standard rate in joint assessment cases - has been updated to reflect the standard rate band for 2025 and subsequent years, for jointly assessed married couples and civil partners.
In addition to this, the footnote which details the increase to the standard rate band for married couples and civil partners has been updated to include the value for the years 2024 and 2025, and to remove the value for the years 2007 to 2018.
